Temporary to Permanent Power

Electrical systems must be inspected and certified (ie. Certificate of Electrical Safety / Compliance) as correctly installed prior to use in accordance with relevant legislation, codes of practice and Australian standards.


R Temporary to permanent procedures must be developed by the electrical subcontractors prior to changing from temporary to permanent power.


VIC and QLD - The electrical subcontractor should consider the processes outlined below are implemented for changing from temporary to permanent power.

  • The area and service to be energised should be confirmed with the Multiplex Supervisor responsible for the area/service 48 hours prior to energisation
  • Area to be checked, tested, and commissioned by at least two electrical mechanics, with one having a current level 2 first aid certificate
  • Site personnel being made aware of the area proposed for energisation
  • R All notices and forms must be submitted to the relevant authorities within the correct time frame
  • R Where an authority or independent inspection is required or specified, this should be carried out and any correspondence resulting, forwarded to Multiplex
  • R A completed ‘Certificate of Energisation’ and ‘Energising Procedure Notification’ should be submitted to Multiplex before energisation
  • R A marked up plan should be displayed clearly showing energised areas. The plan is to be colour coded and should be displayed in the following areas
  • Site notice board in the amenities area
  • Each area energised
  • Site safetymeeting minutes
  • Others as determined by onsite staff.
  • All switchboards and/or large items of electrical equipment once energised, should have prominent warning signs attached.
  • Where areas are incomplete, ensure that:
  • Incomplete circuits are not terminated at the switchboard (active and neutral)
  • Junction boxes are fixed at unterminated cable ends, with any cabling, mechanically protected.
  • The area/service should be immediately rechecked by the electrical mechanic responsible, prior to other tradespersons entering the area.
  • Where energising of generalpurpose outlets (GPO’s) has taken place, signs must be placed in the area warning that the GPO’s are not to be used. Temporary power is still to be the source of power, or permanent power to be fitted with RCD protection.
  • Where temporary power boards have been removed, signs must be placed in the area warning that portable RCD’s (Earth leakage Units) must be used with GPO’s, or RCD protection is to be installed to permanent GPOs.
  • Where switchboards are energised, all protective devices must be switched off so that circuits can be energised and checked one at a time.
  • All switchboards must be kept locked. Each lock is to have a label attached stating:
  • The date of initial energising
  • Contact details of the electrical mechanic and contractor holding the key to the switchboard.
  • Any area/equipment to be isolated should be locked where possible and tagged by a qualified electrician. The tag is to state:
  • Reason for isolation
  • Date isolated
  • Name and company of the person placing the tag
  • Contact phone number.
  • The person who originally attached the tag or their Supervisor are the only people permitted to remove the tag.


P VIC and QLD - The MPX Energisation Permit must be implemented when changing from temporary to permanent power. When a zone has been energised the Permit for Working in an Energised Zone must be implemented and issued to the relevant contractors carrying out work in an energized zone.
